At the moment, anyone can be invited and join one, but only SR members can make a party. However, you can decorate a room ready, but can't save it if you aren't an SR member. To go to this, go to design, and at the end there will be a section called 'Parties'
At the party, there is a banner down the side where you can type different messages, there are also emotions similar to those in Suite chat.
I think that this is the start of special features which will be tested on SR members before being available to everyone. Although this is possibly unfair, it's a good way to get members to pay for longer ss membership.
